Which Sectors Will Drive Qatar’s Next Growth Phase?

Qatar is actively diversifying to hedge against oil‐gas price swings and geopolitical uncertainty. Its National Vision 2030 and new development strategy (NDS3) explicitly target growth clusters (manufacturing, logistics and tourism), enabling clusters (finance, ICT, education) and resilience clusters . For example, Qatar’s manufacturing output is already about $18 bn and its logistics market ~$10 bn, and the government has liberalized foreign ownership to attract investment.

Meanwhile, planned North Field gas expansions will nearly double LNG output by 2030, providing cash flows to fund new industries. In short, Doha is shifting gears by bolstering industrial, tech, financial and agro‐food sectors as well as tourism and infrastructure, building a more resilient economy.

Manufacturing & Industrial Development
 

Qatar’s industrial sector is a foundational pillar of its diversification ambitions. In Q1 2025, manufacturing expanded by 5.6% year-on-year, contributing approximately 7.4% of real GDP—up from prior levels, in part due to upgrades in petrochemical, steel, and fertilizer capacities as well as emerging “future materials” like blue ammonia and PVC. The ongoing expansion at industrial hubs such as Ras Laffan and Mesaieed is supported by the Third National Development Strategy (NDS3) and Vision 2030, which aim to build globally competitive, export-oriented manufacturing chains and increase private sector participation.

Logistics & Infrastructure

Logistics and trade are surging ahead, reflecting Qatar’s goal to become a regional transportation and distribution hub. In Q1 2025, the transport and storage sector grew by 3.5%, while wholesale and retail trade boomed by 14.6%, highlighting rising consumer demand and commercial activity . This growth is bolstered by major infrastructure assets such as Hamad Port, which handles over 7 million tonnes annually, expansions at Hamad International Airport, Doha Metro, and the Qatar Rail network, all aligned with logistics investments under NDS3 and supported by dedicated incentive packages.
